The prison department began the examining of the secret gizmos, which should switch off the mobiles of the convicts. If the engineers have success, the jails can’t use the cell phone network, while other mobile phone users won’t be affected.
One of the biggest problems in jails is an illegal usage of mobiles. It is known that the jailers are banned in having a cell phone. However, the prisoners keep using them, although thousands of telephones are taken from the jailers each year. There were even events when the prisoners attemped to reach the Russian Government via cell phones. Just lately, one jailer contacted the members of the Security Committee, and begged them to check his complaint more carefully.
The leader of prison authorities informed that that situation is not because of engineering difficulties, but because of laws and regulations, so such cases occur sometimes. As the FSIN director mentioned, an immediate stern prevention came from the special departments, which are chargeable for the phone connection when the so-called mobile jammers were used in some colonies. The headmen were threatened with the administrative liability for breaking the mobile phone frequencies.
It is problematic to consume such jammers in the big cities, the problem is that the normal residents suffer from the lack of stable broadcasting. There were some attempts to establish the appropriate jammer in the jails several years ago, but it brought to a public scandal, because the phones stopped working not only in the jails, but also in the neighboring districts.
Other device is tested in Vladimir. According to the engineers, it doesn’t block the telephone communication, but it discloses the cell phones even if those phones are switched off. So the cell phones can no longer be hidden. If this device has success, all jails will be equipped with those devices.
